SHURA Inauguration in Herat

The Sustainable Human Settlements in Urban Areas to Support Reintegration in Afghanistan (SHURA) programme officially launched in Herat Province. For this ceremony high government officials from the Ministry of Refugees and Repatriations, Ministry of Urban Development and Land, Independent Directorate of Local Governance, donor communities and UN-Habitat representatives traveled from Kabul to Herat.

H.E. the Herat Governor welcomed the guests and participants. He elaborated, developments in Saadat Township is among the priorities of Herat government plans and emphasized on the finalization and approval of the Master Plan for this township. He further added, settlement in Saadat Township began almost a decade earlier, however, due to lack of infrastructure and basic services returnees and IDPs showed low interest in living there. But with the provisions SHURA programme put for this Township would encourage returnees and other eligible beneficiaries to settle and make the township sustainable.

H.E. Minister Balkhi elaborated that management of migration and addressing the needs of returnees and IDPs are the priories of the government of Afghanistan, therefore, the policies and legal frameworks have been revised. He further emphasized on effective and efficient implementation of SHURA programme and thanked UN-Habitat and Donor Communities for initiating such programmes.

Other government and UN agencies representatives have also delivered speeches on inauguration of SHURA programme and emphasized on the development of transparent systems of beneficiary registration and selection.
